Please come to the Cathnor Park Area Action Group 2006 Annual General Meeting, if you are interested to hear about what has been happening since our highly successful meeting in November 2004, and the subsequent hearing.
It is thanks to the overwhelming efforts of residents,the backing of other local groups like The Hammersmith Society, Ravenscourt Society, Stamford Brook Society, Hammersmith Historical Society, and the support of LBH& F Council and its officers, as well as our local MP Andrew Slaughter, that the proposed development at Allied Carpets was soundly rejected. However, the developers Bexwell Properties have appealed and we are preparing our case for the site appeal hearing scheduled for 5 days starting on June 6th 2006.
We have secured the assistance of a Barrister to represent us, and it is vital all residents and interested parties are prepared and ready for the Appeal in June.
Your new committee is keen to introduce themselves and build on the enthusiasm and interest shown regarding the Allied Carpets Development by the residents, and translate that enthusiasm across some of the other issues facing our community
We welcome all to attend, and in order to help meet our ongoing costs, we will be asking for a voluntary contribution of £3.00 on the door

CPAAG Constitution
adopted on the fifth day of October 2005.
A. Name.
The name of the association is CATHNOR PARK AREA ACTION GROUP ('the Association').
B. Administration
Subject to the matters set out below the Association and its property shall be administered and managed in accordance with this constitution by the members of the Management Committee, constituted by clause G of this constitution ('Management Committee')
C. Objects
The Association’s objective is:
“To inform, support and represent the interests of the tenants and residents primarily in the area bounded by Conningham Road, Goldhawk Road, Percy Road and Findon Road.”
D. Powers
To further these objects but not otherwise the Management Committee shall have power to:
obtain, collect and receive money or funds by way of contributions, donations, grants and any other lawful method towards the objects of the Association;
co-operate with other associations, voluntary organisations and statutory authorities in a common effort to further the objects of the Association;
do all such other lawful things as are necessary for the achievement of the objects.
E. Membership
(1) Membership of the Association shall be open to individuals over the age of 18 years who are interested in furthering the objectives and who have paid any annual subscription laid down from time to time by the Management Committee.
(2) Every member shall have one vote.
(3) The Management Committee shall have the right by unanimous vote and for good reason to terminate the membership of any individual provided that the individual member concerned shall have the right to be heard by the Management Committee, accompanied by a friend, before a final decision is made.
F. Finance
(1) All money raised by or on behalf of the Association shall be applied to cover the running costs of the Association and the achievement of the objectives of the Association and for no other purpose.
(2) The Treasurer shall keep proper account of the finances of the Association and shall operate a bank account/s in the name of the Association.
(3) Cheques shall be signed by any two of the five nominated Management Committee members.
(4) The accounts shall be prepared in line with legal requirements and circulated to members at the AGM.
G. Management Committee
The Management Committee shall consist of a minimum of 5 and a
maximum of 10 members elected at the annual general meeting who shall hold office from the conclusion of that meeting, for a period of 12 months.
At the first meeting after the Annual General Meeting the Management
Committee will elect from amongst itself a Chair, Treasurer and Secretary.
The Management Committee may fill any casual vacancy on the Management Committee with a member of the Association who shall hold office until the next AGM and shall be eligible for election at that meeting by the full membership of the Association.
H. Management Committee Meetings
(1) The Management Committee will meet a minimum of twice a year to manage the day to day work of the Association.
(2) 7 days notice of Management Committee Meetings will be given to all members of the Management Committee in writing.
The quorum for Management Committee Meetings shall be 3 members.
(4) All matters for decision will be decided by a simple majority of those present and voting. In the case of an equality of votes the Chair shall have a second or casting vote.
The Management Committee shall keep minutes of the proceedings at
meetings of the Management Committee.
I. Annual General Meetings
(1) An Annual General Meeting (‘AGM’) of the Association shall be held in the month of January or within thirteen months of the last AGM.
(2) Every AGM shall be called by the Management Committee. The Management Committee shall give at least 21 days days' notice of an AGM in writing to all members of the Association. All the members of the Association shall be entitled to attend and vote at the meeting.
At the AGM the Management Committee will present the report and the accounts of the Association for the previous year and will conduct any other business.
At the AGM the current Management Committee will retire from office and the membership will elect a new Management Committee for the coming year. Retiring Management Committee members are eligible to stand for re-election.
J. Special General Meetings
(1) Special General Meetings ('SGM') may be called at any time for the purpose of altering the constitution or for considering any matters which needs the immediate attention of all members.
(2) Special General Meetings shall be called either at the written request of at least 5 members of the Association or if the Management Committee Meeting decides by a simple majority that it is necessary or advisable.
At least 14 days' notice of any Special General Meeting will be given to
members in writing, stating the reason/s for holding the meeting.
K. Procedure at General Meetings
The Secretary or other person specially appointed by the Management
Committee shall keep a full record of proceedings at every general meeting of the Association.
There shall be a quorum when at least 3 members of the Association are
present at any General Meeting.
L. Notice of General Meetings
The accidental omission to give notice of a general meeting to, or the non-receipt of notice of a meeting by, any person entitled to receive notice shall not invalidate the proceedings at that meeting.
M. Amendments to the Constitution
(1) This constitution can only be amended at an Annual General Meeting or a Special General Meeting called for that purpose.
(2) Any proposals to amend the constitution must be presented to the Secretary in writing at least 21 days prior to the meeting at which they are to be considered.
Proposals to amend the constitution must be circulated to all members of
the Association with the notice of the meeting.
N. Dissolution
(1) If the Management Committee Meeting decides at any time by a simple majority that it is necessary or advisable to dissolve the Association, the officers shall call a meeting of all members, giving at least 14 days' notice in writing and stating the terms of the dissolution resolution to be proposed at the meeting.
(2) If the proposal to dissolve the Association is confirmed by a two-thirds majority of those present and voting, the meeting shall elect three people who will have the responsibility of accounting for and disposing of any assets held by or in the name of the Association.
(3) Any assets remaining after debts and liabilities have been settled shall be given to or transferred to any charitable institution or institution having objects similar to the objects of the Association as the Management Committee may determine.

Planning Application Rejected
The Committee agreed with the recommendations of the Planning Department that "the development would be unacceptable on visual amenity grounds".
Andrew Slaughter, Chair of the Council made an impassioned plea for the proposals to be rejected, particularly following a ground swell of opposition and anger to the proposal.

How many residents wrote in opposition?
The petition, which was signed by 94 local residents, with addresses in the locality.
In fact the petition taken at the Public Meeting had several hundred (we think a few pages went missing). Still, a great achievement, and a real example of 'people power'.
